Port Facilities,  Security, Legal and  Consultancy Services Directorate  

Vision
To gain recognition of security, safety, environment and health as a cornerstone of our modern maritime and Logistics Zones industry, and with that safety and security that matchup the best international standards.

Mission Statement
To maintain GOP position as an international – class organisation for its maritime and logistics zone, through implementing national and international HSSE standard.

Goals

  1. Commitment to satisfy the requirements of our stake holders at large.
     
  2. Applying the concept of modern HSSE management, to the Directorate through (QMS) Quality Management System.
     
  3. Improve Supply Chain Management, through quality movement of containers, without jeopardizing supply chain effectiveness.
     
  4. The introduction of GOP HSSE code.
     
  5. To regulate and enforce minimum requirements and Criteria to operating companies and its HSSE personnel serving GOP facilities.
     
  6. To provide an internal legal frame work through codes, instructions and guidelines as a regulatory body to stake holders.
     
  7. Subject to GOP Law RD No. (61) 2006, Article (20) and RD No. (15) 1976 Sanction Law, In the event of breach to the HSSE code, to caution and issue penalties by the method of points and monetary fine against offenders.
     
  8. To continuously monitor HSSE status at GOP facilities and to modify our policy or implement any additional national or international standard.
     
  9. Communicate our quality, HSSE policy to stakeholders.
     
  10. Consider the Directorate as a value added consultative service for Port HSSE issues.
     
  11. Change & create a new culture to HSSE ownership beyond the Port Facilities, Security, Legal and Consultancy Services Directorate.
     
  12. Develop high-impact HSSE Port Training Policy System.
     
  13. To strengthen existing joint co-operation with local ministries, inter-governmental agencies, regarding SSEH policies at GOP facilities.
 
DSA Functions
 

Port Facilities Security Unit:

  1. In line with SOLAS Chapter XI-2 & ISPS Code to supervise the development and maintenance of ports facilities security assessment (PFSA) and ports facilities security plans (PFSP) in GOP ports facilities, which meets the requirement of the ISPS code and HSSE code.
     
  2. To establish ports security committee, comprising representatives of interested parties within the GOP facilities.
     
  3. Provide an up to date best practice and information on current security development and on the implementation of the ports security plans and where necessary, coordinate and test the overall ports response to security incident by conducting regular drills.
     
  4. Ensure the effective management and responding of internal security arrangement in order to meet the requirements of GOP ports security plans.
     
  5. To coordinate and improve national initiatives to deter and prevent maritime terrorist actions.
     
  6. To establish a general ports security strategy plan.
     
  7. To establish general ports security measures to GOP facilities not covered by the ISPS code.
     
  8. Decide and enforce standard accountable to the costs for GOP ports, to improve security measures and the consequences of security failures.
     
  9. To ensure that the risks to GOP stake holders from such illegal act are deterred by best practice.
     
  10. Reporting security incidents to concerned authorities.
     
  11. Liaise with operating companies, inter governmental Agencies, and Ministries, defence attaché of foreign embassies regarding;
    a. Exchange of security (credible) information.
    b. Visits of friendly warships.
    c. Visits of VIPs to GOP facilities.
    d. Representing the GOP in any matter related to security.


Licensing Unit:

  1. As per HSSE criteria – a compulsory licensing of individuals working in a specific HSSE duties within GOP facilities.
     
  2. As per HSSE criteria to issue licenses to :
    - HSSE Management.
    - Safety & Health Officers.
    - Crane Operators
    - Lifting Plant Operator.
    - Security Officers.
    - Security Guards.
    - Other SSE & H duties.
     
  3. Provide guidance to training providers and employers after implementing the HSSE Code concerning Training Policy.
     
  4. License holders should be able to provide evidence to support their training strategy and how it is to be implemented and audited when questioned by inspectors as part of routine inspections and at license assessment interviews.

Security, Safety, Environment and Healthy Inspection Unit:-

  1. To observe HSSE personnel and lifting plants operators' performance and their management and operational main duties; this should be performed in accordance with the minimum HSSE code requirements.
     
  2. To ensure that the risks to employees, customer's health and safety from work activities are controlled properly, by providing advice and guidance on how to comply with the HSSE code.
     
  3. To observe security personnel and operating companies management and operational response to HSSE code requirements.

  4. To supervise lifting plants testing, Inspecting lifting plants, general machineries general safety, health and environmental arrangements at GOP facilities.

  5. Supervise testing and inspecting security equipments.

  6. To caution and issue penalties by the method of points and monetary fines against any offenders to the HSSE code entering GOP facilities.

  7. Investigating and surveying fatal occupational accidents & Injuries in different GOP facilities, followed by written technical reports needed.

  8. Studying and responding to questionnaires and studies related to port occupational Safety Environment & Health field in co-ordination with other governmental agencies.
     
  9. Studying and developing port HSSE Policy.

  10. Providing Bahraini Courts (included within the Ministry of Justice) with technical testimonies performing as a witness for Public prosecution in the cases raised and related to port accidents and injuries.
     
  11. Strengthen existing joint co-operation with Ministry of The Interior, Ministry of Health, Ministry of Labor, CREWL & other inter-governmental agencies, with regard to any HSSE issue at GOP facilities.
